Abstract
Riau Province has natural wealth; petroleum and plantation resources . The presence of domestic and foreign investors in the processing of petroleum and CPO has used a modernization approach by means of the work of capitalism. This approach, which is full of economic and political resource management, actually excludes people from assets and access to resources, and even fails to transform poverty into prosperity. Now the Sago plant as a promising food source has also become the concern of the owners of capital. The problem; Can the management of the resources of the Sago plantations be protected from exploitation by the capitalists, which is detrimental to the residents ?. This research is a qualitative descriptive-analytic method, using secondary data from various reports and compilation of data and analyzed by the concept, approach of capitalism and modernization in exploiting resources against the concept of social economic development. The findings of this study are that asset ownership, access to natural resources and added value from the yield of resources only benefit a handful of capitalistic capital-owning investors and cause residents to remain isolated. Important for Establishing Perpetual Land for Commodity Development; Full Citizens' Participation Shallows, creating a growing Resource Economic Zone Capsule.Keywords:
